TABARKA (TAP) - The professional motion of the Tunisian General Labour Union (UGTT)'s 22nd Ordinary Congress calls for institutionalising labour negotiations, establishing relations based on respect for the attributes of an effective dialogue and involving the Union in all issues and devising a social pact governing inter-professional relations on the basis of culture of dialogue and objectives of the January 14 Revolution.
In this motion, participants reasserted the need to set up a coherent health system, review the national sickness insurance fund (CNAM), create a national unemployment fund and ensure the reintegration of persons dismissed from their jobs and diversify the Compensation Fund's resources, while seeking to reduce the tax burden on employees and vulnerable social classes.
The professional motion also stresses the need to enshrine into the new Constitution, the fundamental rights and individual and collective freedoms as well as the political, social and economic rights, in accordance with the Universal Declaration of Human Rights and all relevant international pacts.
It emphasises the need to entrench union rights and freedoms, state the right to strike and protect union officials and academic freedoms.
It also calls to develop and revise the remuneration system and all statutes of professions and institutions coming under the public service.
Regarding the private sector, the motion recommends creating a fund to be financed by investors and to be tasked with ensuring rights of workers in case of unexpected closure, departure or layoff, in addition to drafting a uniform format for contracts to be jointly adopted by concerned sides and approved by the Social Affairs Ministry.
The motion also recommends considering the revision of the educational system as a central national issue and involving the UGTT as major player, emphasising the free and compulsory nature of public education and the development of scientific research.
